A Windows startup hotfix that keeps optional background-removal components out of the Atlas launch path.

Improved

• Remove Background now downloads its CPU inference runtime together with the model only when you first use the feature, and verifies every downloaded component before loading it.
• Atlas includes the Microsoft C++ runtime files required by its native core instead of relying on what happens to be installed on each PC.

Fixed

• Atlas no longer loads DirectML or ONNX Runtime while starting, fixing launch failures on Windows machines that cannot initialize the optional graphics runtime.
