Fixes for Windows installation and startup.

Fixed

• Fixed a startup failure that could stop Atlas from opening after installation, even with no saved data.
• Opening Atlas again now brings its existing window forward, including when it is minimized or still starting.
• Setup checks that all app files were saved correctly before showing Finish and stops with a clear message if an earlier uninstall gets stuck.
• Early startup errors now show a message and save details to help diagnose the problem.

Improved

• Reduced work before the first window appears by moving large build-file checks out of startup.
